The procedure of unclaimed dividend payment upon request of a shareholder or his/her authorized representative

If the person entitled to dividends decides to request the unclaimed dividend payment, such a request should state that unclaimed dividends shall be paid in the form of cash by transfer of funds to the person’s bank account or the special custody account of a nominal holder who is keeping records of rights to the issuer’s shares of the person stated herein, and to the account of the credit institution if it acts as a nominal holder.

The following documents shall be attached to an unclaimed dividend payment request:

• the statement of the custody account of the person having requested payment of unclaimed dividends (document of a foreign nominal holder or a foreign organization which according to its personal law is authorized to keep records of rights to securities and their transfer) confirming the number of the issuer’s shares owned by the person as of the date of determining (setting) persons entitled to dividends;
• the Russian translation of the document of a foreign nominal holder or a foreign organization which according to its personal law is authorized to keep records of rights to securities and their transfer, confirming the number of the issuer’s shares, owned by the person having requested payment of unclaimed dividends, as of the date of determining (setting) persons entitled to dividends in case the said document is attached to an unclaimed dividend payment request. The authenticity of a translation and a signature of a translator shall be certified by a notary or by an official of a consular office of the Russian Federation.
• the document confirming the transfer by way of universal succession of the rights to the unclaimed dividends to the person having requested payment of unclaimed dividends in case the rights to the unclaimed dividends had been transferred to the person having requested payment of unclaimed dividends as a result of universal succession;
• the document confirming the authority of the proxy of the person having requested payment of unclaimed dividends in case the said request is made by the proxy of the person entitled to unclaimed dividends.

The payment of dividends on the shares of «Surgutneftegas» PJSC recorded in the account of the depository programs is made subject to the requirements of Federal Laws No. 431-FZ dated 28.11.2025 “On making amendments to certain legislative acts of the Russian Federation...” and No. 114-FZ dated 16.04.2022 “On making amendments to the Federal Law “On Joint Stock Companies”...”, stating that the payment of dividends on the depositary receipts is only possible upon their conversion and crediting of the received shares of «Surgutneftegas» PJSC to an account (securities account) of the owner. Therefore, to receive the dividends on the depositary receipts, one shall provide the evidence of their conversion to shares and crediting of the received shares to an account (securities account) of the owner. The period for filing a claim requesting the payment of unclaimed dividends stipulated by Federal Law No. 208-FZ dated 26.12.1995 “On Joint-Stock Companies” begins on the day the shares are credited to the account (securities account) of the owner upon redemption (conversion) of the ADR.

Please be informed that the payment of dividends is made only to the accounts of S-type in accordance with Decree of the President of the Russian Federation No. 95 dated 05.03.2022 “On the temporary procedure for fulfilling obligations to certain foreign creditors” and the decisions of the Board of Directors of the Bank of Russia to the following categories of persons:

• persons related to the foreign states that commit unfriendly actions against the Russian Federation, Russian legal and natural persons (hereinafter – “the unfriendly”);
• persons that have purchased the shares of «Surgutneftegas» PJSC, or the depositary receipts issued for the shares of «Surgutneftegas» PJSC after 01.03.2022, from the persons related to the unfriendly.
