Key areas of environmental activity


The Company’s environmental activity aimed at implementation of environ-mental policy is in line with nature protection plans developed within the compre-hensive Ecology Program with a view of systematic planned mitigation of industrial impact upon the environment.

Principal areas of the Ecology program:
- construction of environmental facilities;
- reliability control of oilfield equipment, prevention of pipeline accidents and elimination of their consequences;
- protection and rational use of land;
- air protection;
- protection and rational use of water resources;
- industrial waste decontamination and utilization;
- monitoring of natural environment components and control of production facil-ities operation;
- implementation of “green office” principles in each administrative building of OJSC “Surgutneftegas”;
- environmental training of the personnel;
- research studies in the field of environmental protection.

Surgutneftegas makes heavy environmental investments. In 2016, project costs for the Ecology program totaled RUB 17.7 billion (in 2015 – RUB 17.9 billion, in 2014 – RUB 18.6 billion, in 2013 – RUB 22.1 billion). In 2017, the Company is planning to spend RUB 19.7 million on these purposes.

Surgutneftegas maintains steadily high environmental investment level ensuring high level of environmental safety in operations, including new areas of its activity.

Surgutneftegas learns world and domestic cutting-edge experience in associ-ated petroleum gas utilization and waste recycling, possesses unique technologies for drilling waste use and sludge pits reclamation and unique machinery and equipment fleet to carry out environment-related activities.

 Environmental facilities

The Company learns and successfully applies best international and domestic practices in the use of non-renewable natural resources, primarily associated petro-leum gas (APG), and waste management. OJSC “Surgutneftegas” applies unique technologies of drilling waste utilization and sludge pits reclamation.

The Company annually increases its production resource-saving capacity, extends the fleet of machinery and equipment designed to ensure production safety. These assets include:
- a gas processing plant in Surgutsky District of KhMAO – Yugra;
- 22 gas turbine power plants and 7 gas reciprocating engine power plants (GTPP, GREPP);
- 28 compressor stations;
- 2 gas processing units;
- 112 initial water separation units (IWSU);
- 6 centers for oily soil decontamination;
- 3 centers for sludge decontamination with sludge storage ponds, units for oily fluid recovery and Heater-Treater three-phase separators;
- 4 mobile units for tank cleaning and initial oil sludge treatment, including three-phase centrifuges;
- 33 single and multiple cell sludge storage ponds with a total capacity of 81 thousand cubic meters;
- 8 units for thermal oil sludge decontamination with a total capacity of 56 thousand cubic meters per year;
- 4 landfills for disposal of solid household and industrial wastes designed to accommodate production and consumption waste with a total capacity of 1,151 thousand cubic meters;
- 23 mobile Forsazh units for thermal decontamination of solid oily waste with a total capacity of 16.5 thousand tonnes per year;
- a unit for shredding waste paper and plastic containers with a capacity of 1,150 kilograms per hour and 50 kilograms per hour respectively;
- a tire recycling plant for recycling worn-out tires and inner tubes with a capac-ity of 5 thousand tonnes per year;
- a workshop for application of anti-corrosion coating on pipes and pipeline fit-tings with a capacity of 720 kilometers of pipes and 15 thousand fittings per year.

Reliability control of oilfield equipment, prevention of pipeline accidents and elimination of their consequences

The level of environmental safety of oilfield facilities is largely based on the operational reliability of various pipelines, particularly a wellstream gathering systems and reservoir pressure maintenance systems. According to the federal legislation, these facilities are classified as hazardous and require special attention to ensure their reliability and fail-safety. Using of pipelines is associated with risk of significant material and environmental damage.

As a result, it is necessary to carry out works aimed at reducing the accident rate at oilfield pipelines and improving the safety of field pipeline systems taking into account cost optimization.

To achieve this objective, a long-term comprehensive program based on unity of principles of purposefulness, complexity, continuity, scientific rigor is used, which includes the following sectors of operation:
- preliminary examination of project documentation, design briefs and projects for field facilities construction, regulatory documents and materials;
- destructive and non-destructive receipt inspection of tubular goods (pipes, fit-tings) and corrosion inhibitors;
- use of pipes with high corrosion resistance for construction and overhaul of field pipelines (hereinafter – FP);
- dehydration of oil in initial water separation units (hereinafter – IWSUs);
- pipeline inhibitor protection and its optimization, benchmark and pilot testing of new corrosion inhibitors (low consumption rate and comprehensive);
- timely failure prediction and decommissioning succeeded by routine repair and overhaul of accident-prone pipeline sections;
- monitoring of FP corrosion in the following main directions: diagnostics, thickness gauging, pigging, internal descaling, inhibitor protection control using sensing elements, hydrodynamic mode testing and flow structure deter-mination, implementation of measures on early leak detection (control over pressure and balance of oil at the pipeline start and end), ground and air in-spection of FP, visual and chemicoanalytical monitoring of stream flows;
- industrial control;
- use and development of simulation software for field pipelines network to control the parameters of the operations, keep databases of field pipelines and analyze failures.
Today, dehydration of oil is done at 112 initial water separation units, 104 of which are equipped with Heater-Treater three-phase separators. Initial water sepa-ration units ensure the work of all pressure pipelines (over 3000 kilometers) to transport oil with low water content.

Initial water separation at IWSUs helps reduce the diameter and length of water pipelines which in turn cuts accident risks and diminishes a threat of pollution of gathering grounds and water bodies significantly. This is of special importance in the areas of the Company’s operations with a lot of watercourses, water bodies, moors and watered territories covering 40-90% of fields. The produced formation water is recycled to maintain reservoir pressure. It allows the Company to save and use water resources rationally without taking fresh water from surface and ground water bodies.

The Company’s pressure oil pipelines and oil and gas pipelines are fitted with launchers and receivers used for pipe pigging, dewatering and descaling. Pipe pig-ging allows to obtain the most accurate data on the pipeline condition, and regular descaling of pipes reduces the risk of corrosion.

In order to determine the technical condition and detect damaged sections of pipelines, certified laboratories perform routine (planned) examination by means of the following nondestructive testing: visual, ultrasonic, vibrometry, capillary, radio-graphical, magnetometric and metal magnetic memory testing. The pipeline condition data allow the Company to permit further running and effectively organize their routine repairs and overhaul. All the detected accident-prone sections of field pipelines are subject to overhaul and replacement.

In 2016, the Company replaced 578 kilometers of pipeline, including 284.5 kilometers using pipes with internal coating.

Corrosion inhibitors are often the only appropriate remedy used to reduce the intensity of internal corrosion of oil gathering pipelines and low pressure water pipe-lines. In 2016, the Company treated 3,189.4 kilometers of pipelines with corrosion inhibitors. To control the effectiveness of protection, there is a system of corrosion rate monitoring which allows the Company to monitor and adjust the inhibition in time. It includes:
- control of inhibitor injection;
- control of corrosion inhibitors quality;
- monitoring of corrosion rate.
Inhibitors were fed into pipelines using 433 chemical injection units, 74% of which are equipped with devices for automatic control of operating parameters with data transfer to ASU TP “OKO-TsITS NGDU”. This gives the opportunity to control the work of chemical injection units online and take necessary remedial measures promptly. In 2016, the effectiveness of pipeline inhibitor protection employed to re-duce corrosion rate amounted to 93% on average.

Since 2014, the Company organized a three stage receipt quality control (in-spection as required by specification, qualitative and quantitative identification based on spectral analysis) of all incoming batches of inhibitors. The results of spectral analysis are of crucial importance in determining the quality of reactants.

The use of internal anti-corrosion coating is the most promising method of pipeline accidents prevention. OJSC “Surgutneftegas” has its own production ca-pacities for the application of internal anti-corrosion coating on pipes and pipeline fittings. In 2016, the Company manufactured 592.2 kilometers of pipes and 11,690 fittings with internal anti-corrosion coating. To protect welded pipe joints having in-ternal anti-corrosion coating, OJSC “Surgutneftegas” uses protective sleeves of its own production. The capacity of production equals 60 thousand pieces per year.

Applying the corrosion resistant coating, OJSC “Surgutneftegas” minimizes technological and environmental risks.

One of the most important preventive measures is providing corrosion re-sistance and quality control of steel piping. To this end, Surgutneftegas regularly tests corrosion resistance of pipe steels manufactured by different companies and ranks them based on their field performance to improve pipeline transportation reli-ability. The Company employs only those pipes which are highly resistant to corro-sion and contain a limited amount of non-metallic inclusions. Based on test results, the Company is able to rank steel pipes of different manufacturers with respect to their local corrosion resistance properties and subsequently exclude those products which do not comply with the requirements from the list of purchased pipes.

To manage quality control of steel piping, the Company concluded a license agreement for the right to use the Steel Quality Control Method (its options) invented by OJSC “Surgutneftegas”. The receipt inspection of pipe quality (including de-structive one) is performed by the Company’s accredited laboratory.

To ensure the quality of pipes supplied, OJSC “Surgutneftegas” prepared regulations that govern the procedure and scope of works on destructive and non-destructive receipt inspection of pipes.

Due to preventive measures, the Company managed to perform accident-free maintenance of in-field pipelines and significantly minimized the number of incidents occurred at oil gathering pipelines.

 Protection and rational use of land

To ensure rational use of land resources, OJSC “Surgutneftegas” annually assumes the complex of measures upon technical and biological reclamation of the used land in compliance with project documentation. Reclamation is aimed at reha-bilitation of disturbed lands to their applicable use and their timely return to the State Forest Fund of the Russian Federation.

In 2016, 140,080.21 hectares of land were used by OJSC “Surgutneftegas”. The Company returned 5,765.19 hectares of land to the State Forest Fund of the Russian Federation (in 2015 – 11,132.31 hectares).

The amount of the return of the reclaimed lands depends on the area of the land parcels leased for the objects of prospecting and exploration drilling and seismic exploration.

Rehabilitation of disturbed lands is performed in two stages: technical and bi-ological. The technical stage involves agrotechnical measures to create a layer of soil with properties favorable for biological reclamation. The biological stage involves a complex of revegetation measures to restore the fertility of disturbed lands.

To ensure protection of land within industrial control system, the Company carries out systematic and off-schedule inspections for prevention, exposure and elimination of facts of land pollution and littering, damage, destruction, removal of fertile soil, inspection of safety of land parcel boundary marks.

For the purpose of the fire safety of the forest, measures on fire protection at the facilities are implemented in compliance with the order of OJSC “Surgutneftegas”. There are stationary and mobile stations of fire-fighting equipment at all production sites.

The most important direction of land protection is prevention of land from oil and oil products pollution by implementation of measures on ensuring environmental safety at production facilities and immediate elimination of pollution consequences.

In compliance with the legislation in the sphere of environmental safety and prevention of emergency situations of the Russian Federation the Company devel-oped, approved and implemented the Plan on prevention and elimination of oil and oil products spills at the facilities of OJSC “Surgutneftegas” at the federal level and correspondent local plans.

The Company maintains instant readiness of forces and means of the whole complex of high-performance equipment for elimination of accidents and incidents consequences and the following rehabilitation of polluted land. Oil spill prevention and response system developed by OJSC “Surgutneftegas” fully conforms to the requirements of the legislation in the sphere of environmental safety and prevention of emergency situations.

The Company’s fleet equipment for oil and oil products spills elimination in-cludes:
- 129 oil skimmers designed to operate in various oil viscosities and under di-verse weather and climatic conditions;
- 4 skimmer boats for skimming of oil on the surface of rivers and lakes, includ-ing 6 shallow water trimarans;
- 60 self-contained high-pressure pumps;
- 12.13 kilometers of easy-to-assemble aluminum pipes;
- 18.07 kilometers of fast deployable mobile booms both lightweight and rein-forced made of frost-proof materials for onshore protection;
- 2.94 kilometers of absorbent booms;
- 33 mobile tanks for temporary oil storage;
- 19 sprinklers for biological agents and bacteria treatment;
- 7 units for producing thermally exfoliated graphite absorbent with the capacity of 30 kilograms per hour;
- 31 multifunctional floating platforms equipped with an attached system for water bodies and inshore zone integrated treatment;
- 38 vacuum dump trucks and 47 vacuum tank trucks for oil products pumpdown and transportation from the areas of oil spills;
- 151 dump trucks for oily soil transportation;
- 25 all-terrain vehicles with excavators and other equipment.

Surgutneftegas possesses necessary materials and equipment, special oil-gathering equipment, means of communication, motor vehicles and qualified per-sonnel which makes possible immediate elimination of oil and oil products spills of any level (from the local to federal) under any circumstances in any type of area and high-quality reclamation of contaminated land.

Oil spills are eliminated by an out-of-staff accident rescue unit of OJSC “Sur-gutneftegas”, consisting of eight accident rescue squads created on the basis of oil and gas production divisions in KhMAO – Yugra and Vitim section of fuel, lubricants and chemical additives of the technical maintenance and equipment completing base in the Republic of Sakha (Yakutia). According to the structure approved by Director General of OJSC “Surgutneftegas” the staff size of out-of-staff ARU amounts to 430 people and 430 people according to the list. 99% of the out-of-staff ARU crew are certified by the industry certification commission of energy sector of the Ministry of Energy of Russia (OAK TEK 16/2-1) to perform accident rescue operations and assigned the status “Rescuer”.

High level of technical equipment and personnel’s professionalism allowed OJSC “Surgutneftegas” to eliminate all oil contaminations of the previous years. In 2016, at the Company’s fields nine accidents occurred involving oil and formation water spills which resulted in contaminated lands with the area of 2.52 hectares. These sites have been fully reclaimed and excluded from the register of OJSC “Surgutneftegas” and the register of territories and water bodies of Khanty-Mansiysky Autonomous Okrug – Yugra contaminated by oil, oil products and formation water.

 Air protection

Air protection measures of the Company are aimed at resource saving to provide rational use of associated petroleum gas (APG), reduction of gas flaring and systematic reduction of air pollutants emission.

Surgutneftegas is the Russian industry leader in terms of efficient utilization of associated petroleum gas. Since 2008, the Company provided the level of gas utilization of more than 95%. Since 2012, a comprehensive approach of OJSC “Surgutneftegas” to air protection measures, high level of investments in construction and upgrading of facilities have been ensuring a record level of more than 99%.

The main direction of utilization of associated petroleum gas is processing at the Company’s own plant and its further transition to consumers. Moreover, associ-ated petroleum gas is used for power generation by 22 gas turbine power plants and seven gas reciprocating engine power plants, it is injected in oil-bearing horizons to maintain formation pressure and used as fuel in various types of equipment.

For the purpose of utilization of APG and reduction of negative impact on at-mospheric air, Surgutneftegas provides:
- construction of facilities for utilization of associated petroleum gas, their technical reequipment, reconstruction and upgrading;
- reduction of hydrocarbons losses, their processing volume growth, im-provement of energy efficiency of production;
- implementation of measures for reduction of hydrocarbons emission from oil storage and treatment tanks;
- performing regular operating setup of fuel-fired equipment;
- performance management of gas treatment units, their current repair and overhaul;
- implementation of measures for emission control during the periods of ad-verse meteorological conditions;
- use of environmentally friendly fuel, renewal of motor vehicle fleet, increase of fuel efficiency of motor vehicles;
- record keeping of consumption of substances which destroy ozone layer to withdraw such substances from use;
- transition of equipment to coolants which are safe for ozone layer by pur-chasing new and upgrading existing equipment;
- total control of air pollutant emissions at all stationary and mobile units;
- improvement of arrangement and quality of air protection in OJSC “Surgut-neftegas”.

Investments in construction, reconstruction and technical re-equipment of air protection facilities, including APG utilization facilities, amount to 35% of the total capital investments of OJSC “Surgutneftegas” in environmental facilities. In 2016, OJSC “Surgutneftegas” spent RUB 1.5 billion on air protection measures.

One of the Company’s key projects on rational use of associated petroleum gas is construction of a gas turbine power plant at the Yuzhno-Nyurymskoye field (included into the plan of core measures for holding the Year of Ecology in the Rus-sian Federation in 2017). The gas turbine power plant will supply electric power to OJSC “Surgutneftegas” oil production facilities located in Uvatsky District in Tyu-menskaya Oblast. Commissioning of new facility will allow us to utilize up to 98% of produced APG and in the future decrease gross pollutant emissions into the at-mosphere to 10 thousand tonnes annually.

As a result of systematic implementation of measures to increase the level of utilization of associated petroleum gas in terms of the production growth of hydro-carbon reserves, OJSC “Surgutneftegas” demonstrates dynamics of reduction of emissions from flares. In 2016, against the level of 2010, their amount is reduced 5 times (101 thousand tonnes), while their share in the total emissions of pollutants into the atmosphere decreased from 54% to 12%.

In 2016, gross emissions from the OJSC “Surgutneftegas” stationary sources amounted to 185 thousand tonnes. The change of indicators against 2015 is due to an increase of the amount of production of hydrocarbons, construction and com-missioning of production facilities with emission sources, developing and putting on stream new fields that are currently not equipped with the infrastructure for a com-plete APG utilization.

The Company ensures meeting quality standards of the ambient air: software helps employees of the Company’s business units centralize record of emission sources and prepare reports. Air pollutant emission is monitored by 10 laboratories and 13 stations of vehicle technical inspection certified in the established order. A vertically integrated system of control over compliance of OJSC “Surgutneftegas” with the air protection legislation gives a possibility for timely detection of a negative impact and mitigation of its consequences.

Implementation of air protection activities in 2016 let Surgutneftegas:
- ensure high rates of APG utilization – 99.34%;
- prevent air polluting emissions by more than 3 million tonnes annually due to useful utilization of APG;
- provide considerable amount of air pollutants caught by gas treatment units (more than 18 thousand tonnes);
- withdraw substances which destroy ozone layer (more than 6% of the total coolant consumption) from the use by purchasing new and upgrading existing equipment;
- reduce emissions of pollutants from motor vehicles by 13% by increasing their fuel efficiency and using environmental friendly fuel (more than 94% of the total consumption).
The Company implements measures on prevention of global climate change, develops the corporate system of accounting and management of greenhouse gas emissions.

Due to a high level of useful utilization of APG, Surgutneftegas annually pre-vents emissions of 5 million tonnes of methane greenhouse gas (in ÑÎ2-equivalent) into the atmosphere.

In 2016, the Company started to implement the system of greenhouse gas emissions accounting and inventory in compliance with new requirements of the Russian legislation and international standards in the sphere of climate changes. Data collection and calculation of methane emissions in the reporting period is made by approved methodology according to the laws of the Russian Federation in setting standards of maximum allowable pollutant emissions.

Information about methane emissions is published in the annual environmental report of OJSC “Surgutneftegas” and state reports on environmental conditions and safety in the Russian Federation in the energy sector. The Company also submits this information to the Ministry of Energy of the Russian Federation, Russian Federal State Statistics Service, authorized regulatory bodies of the Russian Federation and discloses it in the quarterly statements of payments for the negative impact on the environment and within the framework of international investment partnership Carbon Disclosure Project (CDP).

Sale of units disposed due to APG and greenhouse gas utilization in coop-eration with Gazprom Marketing & Trading Limited, allows the Company to direct the additional funds to implement measures for further improvement of the environmental and economic efficiency of production.

The Company utilizes a comprehensive systematic approach to implement projects on prevention of global climate changes and reduction of greenhouse gas emissions. In the future, OJSC “Surgutneftegas” is planning to contribute to preser-vation and restoration of natural ecosystems and use natural resources rationally to reduce the negative impact on ambient air.

Protection and rational use of water resources 

The process of oil production demands considerable amount of water, which is used to maintain formation pressure. To this effect, produced water separated from oil in the process of its preparation is used. Missing amount of water is taken from surface (rivers and lakes) and underground water supply sources.

Rational use of water is reached at the expense of fresh water economy by means of re-employment of specially prepared water used for the Company´s needs, different cleaning and waste water that appears in the process of activity, including drilling wastewater and household sewage Since 2000, OJSC “Surgutneftegas” does not dump sewage to water bodies. Thanks to pumping of prepared household sewage into the system of formation pressure maintenance, economy of fresh water accounts for more than 1.5 million cubic meters per year.

For the purpose of water bodies protection including small rivers, prevention of polluting them with oil and oil products, the work on restoration of banking and ramps of well pads, pumpdown and drain tanks installation, flare and sludge pits elimination and recultivation, cleaning the stream canal of small rivers from obstructions, restoration of dams is carried out before the spring flood. The results of envi-ronmental monitoring of oil products and chlorides content show sufficiency of the assumed preventive measures and, consequently, compliance of the water in rivers in the areas of Surgutneftegas operations with maximum permissible concentration of chlorides (300 mg per cubic decimeter) and oil products (0.05 mg per cubic dec-imeter) for the waters of commercial fishing significance.

Management of production and consumption wastes

On the waste management side, OJSC “Surgutneftegas” follows the compre-hensive engineering and environmental approach and implements advanced inno-vation technologies for waste processing. Surgutneftegas carries out the package program aimed to reduce, decontaminate, and draw waste into economic circulation.

In order to reduce drill wastes (drill cuttings) and to draw wastes into produc-tion, OJSC “Surgutneftegas” applies a resource saving technology involving the use of drill cuttings as building material for well pads construction which involves use of biodegradable polymers in making clay drilling fluids and equipment of the drilling rig fleet with highly effective four-stage treatment systems for drilling fluid.

Environmentally safe drilling allows OJSC “Surgutneftegas” to significantly reduce the amount of generated drill cuttings, lower the amount of organic soil ob-tained from the borrow pits which is required for well pads construction.
The environmental compliance of this technology is confirmed by the State Environmental Expertise Committee.

Using this technology, every year OJSC “Surgutneftegas” conserves over 14 hectares of undisturbed landscapes and wetland ecosystems through nonuse of sand pits, reducing exhaust emissions of soil hauling vehicles, and mitigates risks of man-made damage caused by road traffic.

For utilization of used casing tires with fabric or metal cord, a complex of effi-cient equipment for recycling worn-out casing tires is used. Rubber crumbs obtained in the result of tires recycling are used as raw material for bitumen modification at the Company’s asphalt concrete plants.

Waste oils are fully used in the Company’s production processes.

Shredders are used for recycling waste paper and non-returnable plastic con-tainers to transfer them to consumers for further use.

Oil sludge is decontaminated by the Company, oil and water resulting from sludge treatment are brought back to process cycle. The Company owns equipment that allows to employ various methods of oil sludge and oily soil treatment, including clean-up and thermal decontamination:
- 6 centers for oil sludge and oily soil decontamination;
- 3 centers for sludge decontamination with sludge storage ponds, units for oily fluid recovery and Heater-Treater three-phase separators;
- 33 single and multiple cell sludge storage ponds with a total capacity of 81 thousand cubic meters;
- 8 units for thermal oil sludge decontamination with a total capacity of 56 thousand cubic meters per year;
- 23 mobile Forsazh units for thermal decontamination of solid oily waste with a total capacity of 16.5 thousand tonnes per year;
- a unit for shredding waste paper and plastic containers with a capacity of 1,150 kilograms per hour and 50 kilograms per hour respectively;
- a tire recycling plant for recycling worn-out tires and inner tubes with a capac-ity of 5 thousand tonnes per year;

To collect and transport oil sludge, special equipment (sludge pumps and vacuum dump trucks) is used. For clean-up and partial wringing of oil sludge four mobile units for tank cleaning and initial oil sludge treatment, including three-phase centrifuges, are used.

Specialized facilities for sludge decontamination at the Bystrinskoye, the Savuyskoye, the Alekhinskoye, the Zapadno-Surgutskoye, the Fedorovskoye, the Lyantorskoye, the Russkinskoye fields in Khanty-Mansiysky Autonomous Okrug – Yugra and at the Talakanskoye oil and gas condensate field in the Republic of Sakha (Yakutia) utilize equipment that includes three-phase separators and steam generators allowing us to perform more effective phase separation of oil sludge and involve recycled oil in production.

The Company manages to utilize and decontaminate 100% of generated oil sludge, used oils, tires with fabric and metal cords. Drill cuttings recycling rate – above 84%.

Owing to lack of special-purposed licensed facilities for waste burial in the territory of operations, remoteness of production facilities from main production ba-ses, OJSC “Surgutneftegas” uses 4 landfills for disposal of solid household and in-dustrial wastes designed to accommodate production and consumption wastes with a total capacity of 1,151 thousand cubic meters.
